WHY DO WE DO IT?

As we enter the 21st Century we look around us and are struck by the numbers of rough sleepers still on our streets. People from every age group and social background find themselves homeless. The reasons are many and varied: family breakdown, sexual abuse, mental health, drug or alcohol abuse, inability to cope after leaving the armed forces or long stay institutions and many, many more.

Mention has been made of the Government’s intention to reduce the number of rough sleepers by two thirds by 2002. This is based on an estimate of 1600 rough sleepers nationwide. Although WISH supports this aim in principle, the apparently low numbers quoted and the assumption that this is a one-off problem concerns both WISH and many other agencies. No detail is yet forthcoming, but early indications suggest that a large number of hostels will be opened in the principal cities, with a degree of "persuasion" being applied.

This approach, which is similar to others dating back to before the beginning of the 20th Century as the Victorians sought to bring a more humanitarian approach to the Poor Laws, has been seen to have failed many times in the past. WISH will be adding its voice to the debate to attempt to secure a just and workable solution to this problem.

All the evidence shows an increase in rough sleeping in West London and sustained research indicates a growing and under-resourced need amongst this isolated and vulnerable group. WISH will continue to work to alleviate the plight of rough sleepers and other, hidden, homeless people.
